Sir,
I am directed to inform you that the
Department of State has consented to the attaching to my Con-
sular Staff of a representative from the Military Government
at Manila to assist this Consulate General in watching the
movements of the HongKong Philippino Junta.

the 41st. Infantry. The following is an extract from His Excel
lency the Military Governor's instructions to Colonel Mallory
*The Consul General will present you officially to the Brit-
ish Colonial Secretary as a representative
States War Department detailed to assist and co-operate with
the Consul General in observing the movements of the Philip-
pino Junta at HongKong; and in this connection the HongKong
Government will be requested (by the Consul General) to con-
sider you for the purpose of this duty as forming a part of
the Consular establishment of the United States at HongKong."
I trust thatthis arrangement may be sat-
isfactory to the Colonial Government and that Colonel Mallory
will be looked upon as the Military Attache of this Consulate
General during his stay in HongKong. If convenient we will
call tomorrow at II.30.
